Kandahar blasts were warning to US and Nato - Taliban
Saturday's bomb attacks in the southern Afghan city of Kandahar were a warning to US and Nato forces, the Taliban say. A Taliban spokesman said the attacks were in response to a planned major offensive by international forces against militants in the region. At least 35 people were killed and some 57 injured in the blasts in Kandahar, Afghanistan's third largest city. The main target appeared to be Kandahar's prison, officials said, though no prisoners escaped. 'Sabotage' Taliban spokesman Yousuf Ahmadi said the blasts...

Guinea Interim Leader Rules Out Presidential Bid
Filed at 6:20 a.m. ET CONAKRY, Guinea (AP) -- Guinea's interim leader says he will not run in presidential elections planned for June in the small West African country. Gen. Sekouba Konate also said Saturday that prominent transitional government figures cannot stand in the June 27 election. It could be the nation's first democratic vote, as a coup leader grabbed in power in 2008 and the nation had previously been led by two dictators since gaining independence from France. The coup leader agreed to go into voluntary exile after he survived an assassination attempt following a massacre at a pro-democracy rally in September. The transitional government was established with help from...

Thai protesters converge on Bangkok
A sea of anti-government protestors dressed in their signature red shirts surrounded Bangkok's Independence Monument this morning, rattling their plastic hand-clappers, hooting horns and cheering. They had come from all over Thailand, by bus, van and pick-up truck, to join this massive rally for political change. At least 200,000 red-shirts from the United Front for Democracy against Dictatorship (UPD )were at the rally, and their leaders said they planned to continue the protest until the government resigned - or at least until next weekend. Pisanoo Limpiwan, a delivery man from a village 350 miles (400 km)south of Bangkok, said he had made the effort to come to Bangkok because "the...

China's Wen says external pressure on yuan not helpful
* Says yuan not undervauled * Sees possibility of global double dip recession By Benjamin Kang Lim BEIJING, March 14 (Reuters) - Chinese Premier Wen Jiabao said on Sunday that external calls for yuan appreciation were unhelpful, vowing that Beijing would stick to its own course for currency reform while also warning of global economic risks. Blending his trademark folksy tone with assertiveness born of leading the world's fastest-growing economy, Wen made clear that China would decide for itself whether and when to let the yuan rise again after re-pegging it to the dollar since mid-2008. "We oppose the practice of mutual recriminations. External pressure is not helpful for yuan exchange rate...

US and Russia 'near' new nuclear arms treaty
Russia and the US have both said it should soon be possible to conclude a new nuclear disarmament treaty. Officials in Moscow and Washington said US President Barack Obama and Russian President Dmitry Medvedev had a "good conversation" reviewing negotiations. The two countries are trying to replace the 1991 Strategic Arms Reduction Treaty, which expired last December. The US says it has more than 2,000 nuclear weapons, while Russia is believed to have nearly 3,000. Secretary of State Hillary Clinton is to discuss nuclear disarmament with Russian Foreign Minister Sergei Lavrov later this week in Moscow....

Israel extends West Bank closure
Israel has extended a lockdown on the occupied West Bank and restricted access to the al-Aqsa mosque compound in Jerusalem as tensions continue over its plans to build new homes for Jewish settlers in mainly Arab east Jerusalem. The lockdown, which was due to end on Saturday night, was extended until Tuesday at midnight, because of a continued risk of attacks, an army spokesman said. The military said people needing to pass for humanitarian reasons, medical workers and patients, religious workers teachers and other professionals would be permitted to...

4 people beheaded among 13 slain around Acapulco
ACAPULCO, Mexico (AP) ? At least 13 people have been killed in a Mexican Pacific coast state plagued by drug gang violence. Guerrero state police say the dead include two decapitated men whose bodies were left on a scenic road packed with nightclubs in the resort city of Acapulco. In a separate incident, gunmen killed five police officers patrolling in Tuncingo, a rural community outside Acapulco. In the same area, police found bullet-ridden bodies of five men, including two who had been beheaded. Another man was found shot to death on the edge of Acapulco. Police named no motive for the killings early Saturday. It is unclear if they were related. Guerrero state is a key battleground for...

In tight race, al-Maliki reaches out to rivals
(03-13) 04:00 PST Baghdad - -- Seizing on an early lead in Iraq's election, the prime minister's political coalition began reaching out to rivals Friday as partial results signaled a tight race that was unlikely to produce a clear-cut winner. It's doubtful that Nouri al-Maliki - even if he keeps his job - will be able to build a seamless government from political parties separated by sectarian fault lines and Shiite rivalries....

LONDON - The euro zone has agreed a multi-billion euro bailout for heavily indebted Greece as part of a package to support the euro, the Guardian newspaper reported on Saturday. The 16 euro zone members have agreed on "coordinated bilateral contributions" in the form of loans or loan guarantees to Greece if Athens is unable to refinance its debts and asks the European Union for help, the Guardian quoted a senior...

Clinton Rebukes Israel for Housing Announcement
WASHINGTON — In a tense, 43-minute phone call on Friday morning, Secretary of State Hillary Rodham Clinton told Prime Minister Benjamin Netanyahu that Israel’s plans for new housing units for Jews in East Jerusalem sent a “deeply negative signal” about Israel-American relations, and not just because it spoiled a visit by Vice President Joseph R. Biden Jr. Room for Debate Israel's Challenge to the U.S. The Israeli government tests the Obama administration?s policy of restraint. Post a Comment Mr. Biden, in Israel this week to declare American support for its security, had already condemned the move as undermining the Middle East peace process. But Mrs. Clinton went a...

Chile faces $30B price tag for quake recovery, but in better position to pay than Haiti
SANTIAGO, Chile - Chile may need to spend twice as much as Haiti to recover from its devastating quake and tsunami, but it doesn't have the same desperate need for international aid or generous loans. Thanks to surplus stashed away in better times, Chile will be able to finance much of its own reconstruction from last month's disaster. On Friday, President Sebastian Pinera said the country will draw on foreign credit "with moderation." In his first presidential press conference, Pinera said the reconstruction effort would last years and cost "close to $30 billion" — more than double economists' damage estimates of around $14 billion for Haiti's Jan. 12 quake. And...

India, Russia sign nuclear pacts, seal Gorshkov deal
NEW DELHI: Infusing new vigour in their time-tested ties, India and Russia on Friday signed a slew of pacts, including three nuclear accords that could see Moscow building at least 12 more nuclear reactors, and sealed the price of refitted aircraft carrier Admiral Gorshkov at $2.3 billion. Ending years of stagnation in their economic ties, the two sides decided to take their business relations beyond defence deals by...

Brown, Sarkozy slam US 'protectionism' over plane
A European-led consortium pulled out of bidding this week for the $35 billion contract, saying the Pentagon was favoring rival American bidder Boeing. "This is not the right way for the United States to treat its European allies," French President Nicolas Sarkozy said. "If they want to be spearheading the fight against protectionism, they shouldn't be setting the wrong example of protectionism," he said. "In life there is what you...

Suicide bombs kill 43, wound 100 in Pakistani city
LAHORE, Pakistan (AP) -- A pair of suicide bombers targeting army vehicles detonated explosives within seconds of each other Friday, killing at least 43 people in this eastern city and wounding about 100, police said. It was the fourth major attack in Pakistan this week, indicating Islamist militants are stepping up violence after a period of relative calm. About ten of those killed were soldiers, said Lahore police chief Parvaiz Rathore. The bombers, who were on foot, struck RA Bazaar, a residential and commercial neighborhood where several security agencies have facilities. Security forces swarmed the area as thick black smoke rose...

Miliband's grand Middle East delusion
There is a common ritual that I, like most Britons, have regularly encountered when riding a taxi in Damascus, Amman or Cairo over the past seven years. Talkative and curious, most cabbies will immediately ask where you are from and, on hearing London, raise the usual questions about Tony Blair and Iraq. Seven years after the invasion, British citizens are still taken to task for their government's actions in 2003. It is therefore hard to take seriously David Miliband's claim earlier this week that the Iraq war has boosted Britain's reputation in the Arab world. Called before the Chilcot inquiry, the foreign secretary stated: "People in the region do respect those who are willing to see...

Myanmar's Suu Kyi denounces new law
Aung San Suu Kyi, Myanmar's opposition leader, has denounced the military government's new laws passed earlier this week that bar her from running for office as "unjust" and "repressive". Commenting for the first time since the set of five laws were passed on Monday, she said she is surprised but undaunted by the laws which will also bar her from voting in elections expected later this year. The country's ruling generals enacted five election-related laws on Monday to govern the polls, and have been gradually unveiling details in state-run newspapers. Several provisions announced so far severely curtail Aung San Suu Kyi's involvement in national politics, even if she were to be freed from...
